Our Team

At Manchester Local Care Organisation we have a team of around 3,400 staff working with us from across community health and adult social care.

Our leadership team oversee the work of the organisation and is responsible for the long term development of community based care in the city. They have a wealth of experience of managing services in Manchester and beyond that they bring to MLCO. The team also provide these roles across Trafford Local Care Organisation as part of the joint leadership arrangements across both LCOs. The exception to this is the Director of Adult Social Services role which is linked to the local authority area of Manchester only. The leadership team are supported by a small corporate team who lead on our various pieces of work.

Katy Calvin-Thomas

Chief Executive
Katy was appointed as Chief Executive in January 2021 and is responsible for the overall running of MLCO and TLCO. Previously she has worked in strategic, performance and transformational roles at MLCO, Pennine Care NHS Foundation Trust, The Pennine Acute Hospitals NHS Trust and Greater Manchester Health and Social Care Partnership.

Mark Edwards

Chief Operating Officer
Mark is responsible for day to day operations across the services MLCO and TLCO provide. Alongside ensuring continuity of services, his portfolio includes ensuring new models of care are implemented to transform and improve care.

Bernie Enright

Director of Adult Social Services
Bernie is responsible for the operational delivery of all adult social care for MLCO. Her responsibilities also include engaging with partners and stakeholders across the voluntary & community sector and the NHS to integrate services around the needs of individuals and families. Her role spans MLCO, Manchester City Council and Manchester Health and Social Care Commissioning.

Laura Foster

Director of Finance
Laura is responsible for supporting the LCOs to look after the resources given to it, ensuring that these are used to enable the best possible impact in improving the health and well-being of the people of Manchester.

Lorraine Ganley

Director of Nursing

Lorraine is the professional lead for Nurses and AHPs within the MLCO and TLCO. She is responsible for the delivery of high quality and safe care ensuring patients and service users have the best possible experience whilst in our care. Lorraine has 35 years’ experience in the NHS and has held a number of senior clinical and managerial roles across Greater Manchester in Emergency Care and community services. Lorraine has always been committed to ensuring patients receive the best possible care delivered by appropriately skilled staff in the most appropriate setting and has led on a number of initiatives working with primary care, acute and mental health services in providing integrated services around the person.

Tim Griffiths

Director of Corporate Services
Tim is responsible for a range of functions across MLCO and TLCO including business information, risk management, communications, and corporate governance. Previously he has held senior positions in local government and in the Greater Manchester Health and Social Care Partnership. He is the executive team lead for the Burnage, Didsbury and Chorlton Park neighbourhood.

Helen Ibbott

Director of Strategic Planning and Reform
Helen leads the overall strategic development of MLCO and TLCO with partners. She is responsible for developing our operating plans, our overall service transformation and improvement approach and embedding a change and programme management approach into our operations. Helen is currently leading on the MLCO contribution to the developments in North Manchester, as well as designing integrated commissioning and contracting functions into our operating models. She is the Executive team lead for our Wythenshawe (Brooklands) and Northenden Neighbourhood.

Jon Lenney

Director of Workforce and Organisational Development
Jon leads on workforce and organisational development issues for MLCO and TLCO and is responsible for ensuring our teams transition smoothly, are well-engaged in developing and delivering the organisation’s plans, and that we have the right workforce in place with the right skills.

Sohail Munshi

Chief Medical Officer
Sohail is a practicing GP in Manchester and has been for over 20 years. He is responsible for leading the clinical strategy of MLCO and TLCO, aiming to improve population health and wellbeing by turning the strategy into reality. Sohail also has a national role as Senior Clinical Advisor to the Medical Director for Primary Care for NHS England/NHS Improvement.
